Summary

Travellers leaving Russia for Armenia may not take more than one million rubles in cash per person. Armenia’s State Revenue Committee issued the reminder on 3 November, based on information passed on by Russia’s customs representation in Armenia. The rule stems from Russian presidential decree No. 706 of 29 September 2026, which took effect on the day it was signed. It covers departures to the member states of the Eurasian Economic Union (Armenia, Belarus, Kazakhstan, Kyrgyzstan), as well as Azerbaijan, Tajikistan and Uzbekistan. In case of a breach, the amount above the cap is confiscated. Companies and sole traders can no longer take any ruble cash out, whatever the amount. There are exceptions, notably through certain international airports with a certified bank statement of the withdrawal.

Analysis

For the many families living between Russia and Armenia, the measure is very practical: cash remains a common way of carrying money. The Armenian reminder is mainly meant to avoid unpleasant surprises at departure. Above one million rubles, travellers must use a transfer or a card, or leave from an authorised airport with bank proof of the withdrawal. Firms that move cash will have to rethink how they operate.

Possible consequences

Before leaving Russia for Armenia, check the cash amount and, above one million rubles, keep the certified bank statement or use a transfer.
