Summary

Armenia’s draft 2027 state budget, examined since 2 November by parliamentary committees, plans 4,072 billion drams in spending against about 3,604 billion in revenue, roughly 10 billion dollars according to Prime Minister Nikol Pashinyan. The deficit would reach 468 billion drams, financed 60% by foreign borrowing and 40% on the domestic market. Pensions would account for about 674 billion drams, more than the Ministry of Defence, allocated 616.5 billion. The social sector remains the largest spending item. According to Pashinyan, revenue has nearly tripled since 2017 and doubled since 2021, while capital spending has grown 3.2-fold since 2017.

Analysis

The government is highlighting the growth of state resources: according to the prime minister, the education and science budgets are 2.8 and 2.7 times higher than in 2017. Defence spending, close to the pension bill, shows that security remains a priority despite the peace process with Azerbaijan. As last year, journalists were not allowed to follow the session inside the room.

Possible consequences

Committee hearings continue until 11 November. The draft will then be debated by MPs during a four-day session opening on 17 November.
